Regenerate the 6.5 notes from the 6.4 baseline
This Windows fix is already listed in the 6.4 section, and docs/releases/6.4.0.contributions.json records ee46323 as that release's target. In fact, the only commit between that target and this commit's parent is a56f7bb, the 6.4 release-metadata commit, yet the new 6.5 section repeats hundreds of 6.4 changes and breaking migrations. If this release is published, users will be told that already-shipped behavior is new in 6.5; wait for the 6.4 tag/baseline to be recognized and regenerate or discard this empty proposal.

Finalize contributor credit before publishing 6.5
When this release PR is merged, verifyNotesPublication will return its legacy result because docs/releases/6.5.0.contributions.json is absent, so the release can publish without the contributor checks used for 6.4. The only product contribution in this range, PR #1691, was authored by the previously verified contributor @kaoru0822-kitauji and closes #1685, but this bullet includes neither the required Thanks credit nor the closing-issue provenance. Generate the 6.5 inventory and finalize the notes before publishing so that attribution is retained and validated.

Remove test-only work from performance notes
When this changelog is published, these three entries advertise package performance improvements even though their referenced commits modify only tests, test configuration, and testing documentation—not shipped runtime behavior. Omit them from the user-facing section and retain them only in the contribution provenance so the release notes describe actual product behavior.

Remove verifier-only Ghidra maintenance from package notes
When these notes are published for 6.5.0, this entry presents a package bug fix, but commit ea40f71 changes only scripts/verify-packaged-ghidra-windows.mjs and scripts/verify-real-ghidra-windows.mjs; neither verifier is included in package.json#files or used by a shipped CLI/MCP path. Retain this internal verification maintenance in the contribution provenance rather than advertising it as shipped behavior.

State the IDA busy-wait verification scope
For Linux headless users or other IDA versions and architectures, this presents the busy-health wait as a generally verified headless fix, but docs/testing.md:758-771 records the transient busy observation specifically on macOS arm64 with IDA Professional 9.1 and explicitly leaves Linux, other versions, and other architectures unverified. Qualify the entry with that real-provider scope rather than generalizing a single-host observation.

Disclose the Hopper launch-failure verification boundary
For real macOS Hopper launches that encounter authorization/crash failures or incomplete cleanup, these entries present exit and recovery behavior without its verification limit. The e8528ce test replaces Hopper with a failing shell script, while the 069308b acceptance cases use hopperLaunchAdmission.mjs and other fixtures; the real-Hopper lane documents successful lifecycle coverage but does not induce these launch failures. State that the real macOS Hopper failure-and-retry paths remain unverified.

Disclose the real-Ghidra startup-progress verification gap
For users relying on progress to keep a long real Ghidra startup alive, this entry presents the behavior without its verification boundary. Disclose simulated Bun global-update coverage
For users invoking rea update from an actual bun add --global installation, this advertises the capability without its validation boundary. The only process-level coverage substitutes a Node/shell recording executable named bun that fabricates bun info and bun add results without Bun or registry access, and no workflow exercises a real Bun-owned installation; qualify the entry so this simulation is not presented as verified Bun integration.

Scope raw-binary support to compatible Ghidra hosts
For Hopper, IDA, or Windows Ghidra P0 users, this native bullet advertises raw-binary admission even though docs/raw-binary.md:59-60 explicitly says those providers refuse it; moreover, docs/testing.md:796-802 records real-provider coverage only for an ARM little-endian image, with the other advertised CPU families covered by deterministic tests. Name the supported Ghidra boundary and disclose the narrower real-provider verification scope.

Add the omitted locale-independent ordering fix
The release commit's immediate parent is e4ac7bb / #1867, which changes shipped capability, provider, setup, browser, firmware, Mach-O, Evidence, and ASAR output ordering to be independent of host locale, but no entry in the 6.5.0 notes references that commit or PR. Include this user-visible determinism fix before publishing so the notes cover the complete release ancestry.

Disclose the real-Unblob verification gap
For users whose Unblob extraction reaches partial coverage because an external extractor is missing, this entry presents the normalized dependency and stage fields without their verification boundary. Remove the test-only duplicate executable-marking entry
When the 6.5.0 notes are published, this line attributes a second shipped executable-marking fix to e8491e0, but that commit changes only src/artifacts/hostExecutableMarking.test.ts; the actual implementation was already introduced by 91f843b and is described immediately above. Keep e8491e0 in contribution provenance rather than double-counting the same package behavior.

Move the Hopper fixture fix out of package notes
When these notes are published, this entry presents a package bug fix even though d3e83b0 modifies only tests/fixtures/hopperBridgeReconnectProbe.py, which is absent from package.json#files and is not used by an installed CLI or MCP runtime. Retain this test-harness stabilization in contribution provenance instead of listing it as shipped behavior.

Finalize 6.5 notes with contribution provenance
Before publishing this release, replace the unreviewed bot draft with the contributor-aware notes required by the release process. A tree-wide check at this commit finds no docs/releases/6.5.0.contributions.json, provenance link, or 6.5 Thanks credits, even though in-range commits such as 85c1d25 and 9878bb7 record external co-authors; publishing this section would therefore permanently omit verified attribution and prevent the release-note checker from validating the complete range and credits.

Move the evaluator-only change out of package fixes
When these notes are published for 6.5.0, this entry suggests that delivered Evidence citations are authenticated in the shipped CLI/MCP runtime, but commit 844fa52 changes only src/evaluation/* and its tests; a repository-wide import check at this commit finds the sole non-test consumer in scripts/verify-agent-experience.mjs, which is not included by package.json#files. Remove the test-only duplicate ADB fix

Move the Windows verifier update out of package fixes
