This PR adds a schema for the tablature IG proposals updated to the current MEI version 4.0.1. Based on the existing mei-frettab.odd, instruments.odd and frettab.odd I have tried hard to restrict changes to the minimum required for v4.0.1 and to reflect the just proposals specified in the document tablature-code.md. I have also implemented the proposals for modern guitar tablature contained in branch update_docs:performance-related.md. I needed this schema to verify the MEI output of my luteconv program, but I though it might be of more general interest to the group. I also made some small changes to the README.md to reflect the steps I needed to get Roma working. I have put some questions in frettab.odd as it contains some elements that may no longer be required. If accepted, I proposed to produce another PR to update all the examples to v4.0.1 and verify them against this schema.
