Fetches and parses Scottish Parliament written answers.
Uses the same framework as the main parser, only a bit simpler.
There's no headings or departments so it doesn't do anything nice for major and minor headings.
I've done a test on all of August and it seems to work fine, and it imports into my local TWFY, but I suspect there's going to be some corners to iron out.
It currently doesn't attempt to clean up the question or answer HTML so that might need adding in, and I'm not completely sure the search is grabbing all the questions we want because I don't totally understand the types of questions.
In theory it doesn't need to visit all the question pages because they are all in the main HTML it turns out but I did not realise that till I'd done each URL.
