Add workflow step to trigger gitlab deploy

trigger gitlab dev deploy on pushes to next for https://ornlrse.clm.ibmcloud.com/ccm/web/projects/Neutron%20Data%20Project%20(Change%20Management)#action=com.ibm.team.workitem.viewWorkItem&id=14630

also had to do a couple of minor tweaks to make pre-commit happy and allow builds to properly work.

codecov failure is a false positive, only minor formatting changes from ruff were made - no code changes in the src code.
