update the commit hash in the commit message (to 10be9b4fbd2a8d8201aee7ccd5b5fb3389099c40)

and might as well rename the PR title to be that of the commit

Add initial tfm support for nrf7120
This is based on nrf54l series soc, should have similar settings
Added startup_nrf71 and target_cfg_71 to support this
