Adds an ACT metadata form to start fleshing out the necessary metadata fields; closes #25.
Uses a matrix strategy to validate metadata at the library (trunk) and data type (branch) level. Should close, or put us on our way to closing, #13.
The schema guide needs to be updated before this is ready to be merged.
