Rewrite the discussion of "Inconsistent Changes"

The "Inconsistent Changes" section feels a bit unsure of itself. It doesn't give straightforward guidance to the reader. I rewrote it to be more assertive and direct. I also renamed it to "Inconsistent Updates", because the word "Change" is so frequently used in this document.

I just translated this section to the Dutch version. I agree that "Inconsistent updates" fits better as a title.

That's been released, so any changes to this section would need to be made in a minor version.

I might set up some sort of next/ directory in the English original version that we can use to work on these before language translations are submitted.

In the meantime you can use 1.2.0 in your PR and I can merge that but we won't release it until several other changes that need to be made are also ready.

I was just adding the german translation before I saw this PR so I added the translations for 1.1.0 and I will create another PR for 1.2.0
