Implicit reopening now supported (except when the Iteration would be from an old step)

series.snapshots.at(key)andseries.snapshots[key]were working inconsistently.This adds some further tests to the close_and_reopen_iteration test and subsequent fixes.
This also simplifies control flow somewhat.
