Fix: Modify the order of listener registration

Description

plugins.ml_commons.static_metrics_collection_enabled is a setting that controls whether the static metric collection job runs or not.

It uses a listener to disable the job when the setting is modified.

A previous PR inadvertently modified the order in which the listeners are registered in the MachineLearningPlugin::createComponents method which meant that the listener class was not initialized when the class was added as a listener.

This PR fixes that order and delays the registration.
