Thanks for the review @sdatko! This is a very [DNM] [Testing] change, so I agree with all of yours todos. I am really curious if even this version will work and tell us how much stestr timing data could help us with reducing the execution time. Hopefully it will!

This is not the final form because I would need to add description, change name of the PR and make sure it works. For now, with the new possibility to get the stestr directory from the collected logs, I created code that hopefully reflects all we need to do. I thought that maybe we do not need boolean variable, but directly an URL variable would be better. Additionally, it will maybe complain if the URL doesn't exist, but it shouldn't return error I think. We will know once we test it.
