Details:
This PR adds Windows runners with container image containing only components to build OpenVINO/to run OpenVINO tests. Test image is much smaller due to the absence of Build Tools, which will decrease Windows runners' startup delay.
In addition, Windows OpenVINO Tokenizers job was moved to a more powerful
-buildrunner to speed things up.
