Added bug report and feature request templates in YAML format. Added a pull request template reflecting project commit rules. How to test: * Check .github/ISSUE_TEMPLATE for bug_report.yml and feature_request.yml * Check .github/pull_request_template.md * Verify these display correctly when creating a new issue/PR on GitHub.
