- plans/phase-0-truth-and-relocation.md: task-by-task plan to relocate STANDARD.md + the runner into standards/, wire the D14 reusable workflow, and sweep stale refs - across 3 PRs, ordered to keep the gate green (no dark window). Version ruling: structural, no bump. - plans/phase-0-change-manifest.md: current-state vs new-state for every change in every repo, each with reasoning + the Standard/decision reference (ADR 0001, GOVERNANCE 2/4/5/6, STANDARD 4.1/4.4/G2, D2, D14).
