Re-pin the pm-skills plugin to the v2.29.1 release (annotated tag v2.29.1 at 9d06ff4e): the documentation patch fixing silently-dropped sections on skill pages (gen-site now renders every SKILL.md section + a new check-skill-page-sections completeness gate). Bumps the pinned sha, the pm-skills version (2.29.0 -> 2.29.1), and the registry metadata version (1.30.0 -> 1.31.0).
