This has probably been broken ever since we updated mapnik and it started using a new version of Proj. The problem was it'd just generate a blank thumbnail happily, no errors.

Hydra Derivatives swallowed up the stderr log too. In it was
proj_create: init=epsg:/init=IGNF: syntax not supported in non-PROJ4 emulation modeCloses #6763
