Site: Add future.pwn.college announcement popup

Created a aesthetically pleasing, non-intrusive popup to notify pwn.college users of https://future.pwn.college. The popup disappears after the user interacts with it, using local storage to check if they had interacted with it at any point.

Let me know if anything such as layout, or words need to be tweaked. Feel free to edit the wording as well.

Looks like it fails CI because the popup overlaps the challenge start button... Should I edit the CI so that it closes the popup?

1. This information banner.
2. Figuring out all the high priority things to be fixed before we even ask people (in this serious of a way) to try it out and give us feedback.

#1041 is designed to allow you to take your phone out of the freezer (hopefully).

@ziqolu-cmd Take another look at https://future.pwn.college/ on your phone, is it still melting? I think it's fixed now with #1041 merged and deployed.
