Add XtensaAsmPrinter

When we landed the initial support in #125141 the AsmPrinter hadn't landed in the rev that rustc was using, this PR adds the printer now it's available.

It's in LLVM 19, but LLVM 18 is still the min version, I guess I'll reopen this later.
