I've noticed that the Windows Server 2025 images might still be having storage capacity problems, taking a look.

Looks like https://github.com/actions/runner-images/releases/tag/win25%2F20250713.1 associated with D drive removal has not been fully rolled out yet, the runner images used in the try jobs are still 20250708.1.0.

EDIT: but the D drive removal has already taken effect, disk space problem is there.
