[EXPERIMENTAL] Try using Windows Server 2025 images I've noticed that the Windows Server 2025 images might still be having storage capacity problems, taking a look. try-job: `x86_64-msvc-*` try-job: `i686-msvc-*`

Looks like https://github.com/actions/runner-images/releases/tag/win25%2F20250713.1 associated with D drive removal has not been fully rolled out yet, the runner images used in the try jobs are still |
