Wouldn't C.UTF-8 be better here?

C.UTF-8 is a non-standard locale invented by Debian: commercialhaskell/stack#856, https://sources.debian.org/src/glibc/2.31-1/debian/patches/localedata/locale-C.diff/

C.UTF-8 is making its way upstream.

And you can't count on en_US.UTF-8 existing.
