Catching Back Up

Getting caught up on the current status of things so catching a few easy wins

• These stubs have been here a really long time so removing makes sense. Closes Recommend removing stubs #420
• Hopefully I did the action change correctly and we support 3.13 now (coveralls maintainer might no longer be active, so only use coveralls for oldest supported python and buy ourselves a handful of years) Add 3.13 to regression testing #390
• Didn't make an issue but the ktensor score example was failing because of numerical precision issues. Before the values were all about 1 but on my mac I had some epsilon causing us to not get the expected result. I added a slight bias towards the expected result to resolve this.
• Added a few missing functions to sphinx Several key functions are not documented in sphinx #419 (the import/export data functions aren't great docstrings but looks like we have future documentation discussions ongoing)
• Fixed all our sphinx warnings and set warnings as errors (the specific issue from the issue was that we had defined our link in two different ways) Fix link to LICENSE in index.rst #395
• Made tensor full match Matlab tensor/full should not create a copy #434
• Created an immutable flag for double to allow for some copy removals in a safe way Add option to avoid deep copy in tensor.double #433

I resolved a few extra small things yesterday and tagged them onto this MR, but don't expect any additions here so this should be fine to review when available. The other things in progress are larger changes that don't make sense with the general cleanup.
