Add timers and remove config

• Removes all usage of Config class. It isn't existible to all kinds of different options later on, and did dangerous file removal best left to the end user.
• Adds timers using DOLFINx timer utils. They are MPI compatible and we can choose how to get the data, using either list_timings or timing(task_name).
