Backporting the downstream patch: https://src.fedoraproject.org/rpms/python-scikit-build-core/pull-request/84 Basically skipping the tests entirely when built for RHEL due to the missing dependencies. Not a fan of it, but we will be doing the tests here in upstream, so hopefully it will pick up any issues.
