Problem: The reuse-headers skill's intro still says the repo-wide license registration lives in `.reuse/dep5`, which is deprecated — REUSE now uses `REUSE.toml`. The "Files that cannot carry a header" section was already updated, but this intro reference was missed, and a PR #24 review comment flagged it. Solution: Update the intro to reference `REUSE.toml`, consistent with the rest of the skill.
