Lead with the repo-wide install: govern the repository, not each toolchain#16

Enterprises want "add docket to the repo, every agent governed" — not a per-client setup. Both the site and the README buried `docket install` above or after a per-tool flow. Fix the emphasis: - Site: Get Started now headlines "Add it to the repo. Every agent is under the warrant." with a prominent install card (two commands → governed, three value points: committed & shared, every agent at once, safe & reversible). The per-client tabs are demoted to a secondary "Prefer to wire one tool by hand?" fallback. - README: "Add docket to a repo — every agent, one command" leads the quickstart with the enterprise framing (govern the repository, not each person's toolchain), then the manual per-tool path as the fallback. Docs-only; 118 tests green. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01Uc3rGARtDBoXkqMFgppaP4

Enterprises want one thing here: add docket to the repo, and every agent is governed — no per-developer setup, no client to standardize on. But both the site and the README buried
docket installabove or after a per-tool flow, so it read as "pick your client." This flips the emphasis.Site — Get Started now headlines "Add it to the repo. Every agent is under the warrant." with a prominent install card:
