This PR removes the optimization flags making some float operations not compliant to IEEE-754.
Looking at the upstream embedded filters and libraries,
-ffast-mathand/fp:fastare only used by thebitshuffleproject. I guess we copied them over to the other lib/filters.Those flags are also not used in https://github.com/hdfgroup/hdf5_plugins
I propose to remove those possible risky compilation flags.
This will also solve some build issue on conda-forge (see conda-forge/hdf5plugin-feedstock#64)
