What is a "preprocessing stats obsdb"? Do we have that somewhere already? |

I've been building some extra db's from my personal scripts and then extended the obsdb to be able to handle key-ing by obs-wafer-band so this PR is to formalize this so that each step now has stats in addition to calc, process, select. We don't have such a db set up yet. This is just putting the infrastructure in place to write out these dbs. Over the next few weeks we'll get stats defined for all of the processes and build some test dbs. We can point you to them when we have them. |

Based on #1348. Adds the option to create and write stats to a "stats" ObsDb indexed by the preprocessing config's grouping (i.e. wafer and band).
