WIP for adding an RSS bot for matrix. We'll use this for status feeds for infra in an #alerts channel, as well as for general news in other channels through a custom configmap that we'll create an example for here, but will fill in for you in smol-k8s-lab.
Will include the PRs from smol-k8s-lab and matrix-chart to relate them soon.
