Closes #1

New endpoints

/admin/clusters/status
/admin/clusters/{cluster_name}/status
/admin/clusters/{cluster_name}/activate
/admin/clusters/{cluster_name}/deactivate

Tested with and without autoscaling

Thanks! I already did and ignored them, as I want to keep the YAML comments as-is 🙈
