- ignore .vscode folder: local specific item - ignore .mo files: binary production, not source code - ignore *.dev.*: dev-only files
- add localization config for zh_CN
- translate: translate whole wiki into zh_CN

Wiki Translation
Overview
This PR creates a translation for zh_CN. All pages are translated using sphinx's localisation tool.
Changes
*.pofiles: Translation using sphinx's default tool, manually..gitignore: Add.moas it's binary production.conf.py: Add locale settings for sphinx.Testing
I've tested such translation using sphinx's local build toolchain, and everything work well.
Additional
I've never used read-the-docs before, and I just use sphinx's manual toolchain to translate. If other changes shall be made according to your rtd settings, please point it out and I'll make the change.
