Normalize Docker CLI commands

Summary

• replace the remaining top-level Docker CLI aliases in the runtime code with fully namespaced commands
• normalize the Docker command usage in the integration script, Toast task, README examples, and Dockerfile comment
• keep changelog and README references aligned with the normalized command forms

Testing

• cargo test
• verified no remaining top-level docker ps|run|tag|inspect|rm|exec|cp|info aliases remain in the repo

Notes

• I did not run the Docker-in-Docker integration task in this environment
