feat: analyser

the most overengineered thing I have ever build. but I have learned a lot about generics and types in rust.

sorry for the unrelated changes. I ran just lint-fix.

todo:

• add macros
• add lint sources (for squawk)
• add codegen
• test codegen
• add pg_linter crate and use the analyser
• codegen for configuration
• integrate pg_lint into pg_workspace_new
• integrate it into pg_lsp_new and pg_cli with configurations
• test configurations
• write contribution guide

I will do a follow-up to integrate the schema cache
