Adds 160 offline CLI checks to the existing CLI smoke-test job: 128 permutations of chain, manifest source, optional
--chain, selection and resumable flags, plus the Shopify invocation, aliases, required values/dependencies and conflicting flags. Uses local manifests and--print-plan-jsonto exercise the real binary without downloading snapshots; complements the installation tests in #8151.Blocked on #8139 incorporating Reth #27756. Against v1.16.0, 127 cases pass and all 33 omitted-chain Moderato cases reproduce the Shopify chain-ID regression; these remain hard failures, not skipped tests. Shell/JavaScript syntax and whitespace checks pass; a passing run against the updated dependency is still required before merging.
