Adds
tempo_createAccessListandtempo_getTransactionAccessListto simulate or replay transactions and return disjoint read-only and write storage keys, including native precompiles and reverted accesses. Stacked on #8176 to register the methods on ordinary nodes and read-only workers, with historical era routing.Validated on
dev-teamwith node, precompile, router, and worker tests; nightly formatting; node Clippy (-D warnings); and a Tempo binary build.
