Stacked on #8176.

Drops pre-T10 execution rules and retired tests while retaining T11+ switches, historical fork metadata, and legacy decoding/migrations. Mainnet and Moderato use the pinned Genesis–T10 worker, bundled by Docker/release builds and installed by tempoup, with the shared handoff and restart recovery from #8176.

Removed support for executing forks before T10 in the active binary. Mainnet and Moderato history through T10 now runs on a bundled frozen Genesis–T10 worker. Removed fork-gated parameters and branches from public APIs, including `is_t1c` in `try_into_tempo_tx_env` and `validate_version`, and replaced `is_payment_v1`/`is_payment_v2` with `is_payment`. Simplified chainspec base fee and gas limit calculations to always use post-T7 rules, and added `TempoHardfork::MINIMUM_SUPPORTED`.

feat(sync): hand off genesis replay between eras (#8246)

Stacked on #8237; frozen worker backport:
tempoxyz/tempo-history#3.

Runs the bundled Genesis–T10 writer to its pinned checkpoint, then
verifies a recent consensus anchor and syncs T11+ with Reth. The
existing archives retain the executed tail before finality is published,
allowing an interrupted handoff to recover without a snapshot or a new
storage format.

Validated on `dev-team`: 509 library tests, 52
handoff/follower/snapshot/restart tests, CLI smoke, nightly formatting,
Clippy with warnings denied, frozen package checks, bounded loopback P2P
sync, and launcher cancellation with fresh and initialized databases.
Full production-chain genesis replay remains untested. Genesis
generation and pinned Foundry CI failures are inherited from #8237.
