v0.4.0-alpha

This alpha release adds some new features, but isn't 100% stable yet.
I'm publishing it mainly to try to fix #11

Features:

• upgrade telegram lib (trying to fix #11 )
• first attempt to count remaining active missions
• show missions and bounty rewards (the total amount isn't really exact yet, sorry)
• notify when all missions are completed.
• notify about pirates killed and total reward
• notify when shields status changes
• automatically load the new journal file when it changes
• update go version to 1.19
• update building pipeline
