validateProjecthook that fails validation when.yarnrc.ymlis out of sync withcatalogs.yml.Changes

When
catalogs.ymlexists but hasn't been applied to.yarnrc.yml, Yarn commands will now fail with an error message directing users to runyarn catalogs apply.
