This PR adds a
validateProjecthook that fails validation when.yarnrc.ymlis out of sync withcatalogs.yml.Changes

validateProjecthook that checks catalog sync during install/validationBehavior
When
catalogs.ymlexists but hasn't been applied to.yarnrc.yml, Yarn commands will now fail with an error message directing users to runyarn catalogs apply.
