- Use actual incident discovery and eligible priority selection; do not assign an unrelated capture to a preselected issue or count excluded #136.
- Preserve exact original/candidate SHA, capture/artifact/fixture identity and intended failure-before/pass-after evidence.
- Show the first review wait overlaps useful work on the second task without parallel implementation writers.
- Require current-head completed review, passing CI, accepted merge, exact production revision/promotion/acceptance and closure receipts for both deliveries.
- Show continued eligible selection and restart-safe bookkeeping. Do not manually implement the target fixes to manufacture autonomous success.
- Report concrete quota, evidence-expiry or provider blockers without reclassifying local tests as delivery.
