The purpose of this branch is to allow frequent changes to be pulled into the pennlib-escriptorium docker env
Use miniforge3 instead of anaconda3; also specify kraken 5.2.9; v5.3.0 requires torch 2.4.0, which conflicts with torch 2.1.0 required by htr2hpc and escriptorium
It's used for pucas authentication, not our use case. And, it was breaking the database migrations

Using the following caused an infinite redirect: SECURE_SSL_REDIRECT = True USE_TLS = True
Key: change nginx.conf to use the incoming protocol
Hard code: proxy_set_header X-Forwarded-Proto 'https';
htr2hpc parses the output of the jobstats utility on the PU Della GPC to calcluate resources for the full run of the training job. UPenn HPC GPC doesn't have jobstats so we wrap the output of sacct in SlurmJobStats object
