Issues: Drag-drop functionality has been used in multiple places to arrange the order of items in the landing page but it's no longer working.

Root cause: The SDK function format changed.
Solution: Applied the new format.
Also fixed related issue: when user edit individual items/add a new item in the list, use could still edit/delete/undo/drag-drop other items which will cause data lost or mis-match. The solution is to disable all other functions when user is editing. User has to finish editing current item before he/she can switch to other items.
Tested locally but not in docker because docker build failed.
