It is not skipped. See the default command when starting the container - https://github.com/uyuni-project/uyuni/blob/master/containers/proxy-squid-image/Dockerfile#L72 |

What does this PR change?
Do not call
squid -zformmgrpxy cache cleardirectly. It is failing because squid process is still runningand it is callled during container start anyway.
