Description of changes

This PR add definitions for new LECM positions that'll be introduced for the next AIRAC.

Reason and motivation

This changes add new definitions for the new LECM positions that are going to be introduced in next AIRAC. These positions are meant to be used with high traffic load so it's crucial that the pilots are aware of this sectorization to avoid adding more work load to the ATCO.

We had a new contribution policy which got in effect 18th July.
With this new policy we also started a new public contribution list which is shared with the tracon project.
Due to this, all contributors need to reapply for contributor status - please read the new policy on the readme page and apply accordingly before we can start reviewing this.
