Add missing Tehran FIR sectors

Description of changes

Added the previously missing primary sectors of the Tehran FIR.

Sectors added:

• TEH-1 | TEH-2 | TEH-3 | TEH-4 | TEH-5 | TEH-6
• TEH-W | TEH-E | TEH-N | TEH-S

Reason and motivation

These main sectors were missing from the VatSpy dataset. Adding them completes the primary FIR coverage, which is essential for accurate ATC sector representation and visualization for the Tehran FIR within Iran vACC.
