[ci] refactor: try use new ci system

What does this PR do?

Decrease CI burden. Refactor CI system:

1. On-policy (GPU/ASCEND): [fsdp, megatron, veomni] x [vllm,sglang] x [LLM, VLM]
2. One Step Off policy (GPU/ASCEND): megatron+vllm+vlm
3. Fully Async Policy (GPU/ASCEND): megatron+vllm+vlm
4. SFT
5. MODEL
6. UNIT_TEST (CPU Pure / GPU / NPU)
7. Infer backends (vllm/sglang)
8. Simple tests
