Allows configuring
SmartPorts as generic serial controllers through the PROS serial API. Closes #60. This API tries to mimic the surface of the serialport and serial2 cratesAdditional Context
Untested on V5 hardware. I don't have the means to test this, but maybe a VEXU team might.
