feat: enable tracking multiple paths

Changes:

• Enable tracking multiple paths (via an includes input param), using an array of minimatch glob patterns
• Enable excluding paths from tracking (via an excludes input param), using an array of minimatch glob patterns
• Deprecate the path-starts-with input param, and emit warning
• Update ts-node and typescript

Depends on:

• test: replace jest with vitest #10
• chore: get input from @actions/core instead of env #11
