Validate the connectivity with Neo4J and pinecone

1. added the functionality to validate the connection with neo4j database credentials and verify pinecone api key before initialising client.
2. Added the dependancies for neo4j and pinecone-client.

@HabibUllahKhanBarakzai are you able to resolve the issues in the build above? Mostly just linting, build script can be found in the .github directory

@tomsmoker I have fixed all of the linting issues, the problem is I can't see the github workflow running, which is why I wasn't able to check for failing checks. But it should be fixed now.
