Refactor, cleanup and minor fixes

• improving support for non-GPU systems (make sure that target device is always fixed in the config instead of overriding with GPU if available )
• adding missing config flags for proper tensorboard logging of boundary based segmentation problems
• unify docstrings
• add linter check
• more tests
