because XSpec now requires Saxon 10+ and Oxygen 24.1 is the first version that ships Saxon 10
because 10.6 is the version of Saxon in Oxygen 24.1
Reflects changes in SchXslt, XSLT code coverage, and XSpec schemas.

Description
Following the release of XSpec v3.1.2, this pull request updates the bundled XSpec. Changes include xspec/xspec#1987, xspec/xspec#1955, xspec/xspec#2000, several PRs related to XSLT code coverage reporting, and maybe some others.
Notes
@AlexJitianu, I don't know if this pull request is complete because I don't know how to build or test these changes, and I don't have solid Java skills. I'm calling this PR a Draft in the hope that you or someone else at SyncroSoft can take it to completion. If you run into problems on the XSpec side, let me know and I'll try to help.
