OpenSSL 3.0.x is going EOL in September. Bumping to 3.5.6 (3.5.x is the current LTS series).
Also bumping FIPS to 3.1.2, as this is currently the only version which is certified past September.
Removed a patch needed for building on Centos 7 since we no longer build on Centos 7 and it also does not apply cleanly to the newer versions.
