What does this PR do?
This PR introduces an allium spec -- see #49059 -- for logs Adaptive Sampling. The intention of this spec is to bridge the gap between our implementation, high-level documention of the feature and our ambitions to build a property testing rig for this work.
I have left open questions open on the spec for discussion.
